Later, it is revealed he put up the Veil to punish the remaining elven gods, the Evanuris, after they killed Mythal and began enslaving their own people in a bid for power and immortality. During Inquisition, it first seems he simply wants to restore elves to their former glory. A behind-the-scenes trailer at Gamescom 2020 indicated players had not seen the last of Solas, and it seems his plans will be central to the plot of the new game.
